This is an up-date concerning the New Masjid Project. As of February 1, 2014 the City of Durham’s Planning Department has established the following concerns regarding the development of our property:
1. The City noted that we are in need of a Cul-de-Sac which will extend beyond the developed area of the Masjid. They have expressed the importance of emergency vehicles having the ability to enter and exit the property without restrictions.
Our response: We directed the City to the parking area which displays entry and exit lanes that would provide enough room for emergency vehicles. Along with this, we also noted our driveway is exactly forty feet wide; which exceeds the standard roadway by more than fifteen feet. If the Cul-de Sac is insisted upon, we are requesting that it does not exceed the developed building area of our property. This would save an enormous amount of money Inshaallah.
2. The City noted that they have an issue concerning Storm Water. They explained, the water run-off from our property would flood the natural streams located directly in front of our property. They have estimated the flooded streams would eventually destroy property located in the surrounding areas. They asked that we install a bio retention pond.
Our response: The Engineer and Architect responded by redesigning the parking lot. The new design would allow the water to run-off towards different areas of the property, which would decrease the speed of the water and allow the settled water to rest in the newly proposed dry pond or catch basin. This basin would fill with water only during heavy down pours of rain. We submitted this request again to cut cost. However, it would still be safe and serve the same purpose as a mechanical retention pond.
3. The City noted that we need to provide a utility layout of the property and a survey of the preexisting utility lines.
Our response: We explained to the City that it’s their responsibility to locate pre-existing utilities. Our responsibility is to explain how we are going to make the connection to these utilities. The Architect explained this is an unreasonable request, and that we should hold the City to their responsibility to provide the proper information to us, as we are the landowners. Inshaallah they will respond in the affirmative.
4. The City noted, they had concerns with our landscape layout. They would like for us to provide more buffers for the residents in the area. They suggested using several different types of evergreen trees.
Our response: The Architect has revised the Landscape layout.
Brothers and sisters there were other comments noted by the City. However, the comments required technical responses that don’t require major adjustments. Below is a status chart, listing all departments that we need to comply with before the site plan is approved. The chart is up-dated every time the City’s comments and request are satisfied. Any spaces that are not noted with “approved” are considered to be still under review.
